Since its establishment in 1989, the Interregional Academy of Personnel Management has provided scheduled and ad-hoc vocational training for external audiences. These events are open to the general public and develop practical professional skills across a growing range of occupational fields.
In 2025, IAPM hosted programmed and ad-hoc vocational training events for members of the general public who were not enrolled as IAPM students. These short, non-degree courses, workshops and practical training sessions supported the acquisition and improvement of professional and employment-related skills.
The Institute of Adult Education of the Interregional Academy of Personnel Management was specially established within the Academy for dedicated outreach educational activities for the wider community, which include alumni, local residents, and displaced people. These initiatives aim to help adults adapt to a dynamically changing and developing environment, integrate into the system of continuous learning, and improve previously acquired competencies, knowledge, and skills.
IAPM develops clear ethical values (e.g., diversity, honesty, respect, fairness), and these are enshrined in publicly available strategic documents. The Academy provides training based on these values at all levels of the institution.
Currently, the Academy has developed and annually conducts a series of courses as part of education on SDG in the wider community. The Institute is an adult education provider whose main activity is in the field of adult learning, including programs for alumni, local residents, and displaced people.
Vocational Courses Open to the General Public (lifelong learning)
The courses developed by the Institute are offered free of charge to alumni, local residents, and displaced people. The Academy conducts these courses as part of its dedicated outreach educational activities for the wider community, which include alumni, local residents, and displaced people.
To get a consultation, you can register on the special website of the Institute.

All-Ukrainian Youth School of Psychological Resilience and Psychological First Aid
Beginning on 25 September 2025, the Interregional Academy of Personnel Management hosted the seminar and training programme “All-Ukrainian Youth School of Psychological Resilience and Psychological First Aid.” This vocational training initiative was delivered in cooperation with the NGO “All-Ukrainian Union of Volunteers” and with the support of the Ministry of Youth and Sports of Ukraine. The programme was open to members of the general public and was not restricted to enrolled IAPM students.
The training brought together 40 young people from different regions of Ukraine, with particular participation by internally displaced persons and residents of frontline territories. Participants developed practical competencies in psychological first aid, self-help and psychosocial support. They also learned to recognise signs of psychological distress, reduce emotional tension and identify situations in which professional psychological assistance may be required.
Through practical exercises, group discussions and guided training sessions, participants strengthened their communication, social adaptation and crisis-response skills. These competencies enable them to support friends, family members and other people in their communities experiencing stress or emotional difficulties. The programme demonstrates IAPM’s provision of publicly accessible vocational training and lifelong-learning opportunities that respond to the current psychological and social needs of Ukrainian communities.
Professional Development Seminar for Academic Staff
On 19 June 2025, the Khmelnytskyi Institute of the Interregional Academy of Personnel Management hosted the scientific and practical seminar “Continuing Professional Development and Expansion of Professional Competencies of Academic Staff: The Experience of the IAPM Institute of Adult Education.” The seminar was delivered by Yuliia Kuzminska, Director of the IAPM Institute of Adult Education, and focused on the professional competencies required by academic staff and the effective forms of continuing professional development available to educators.
Participants were introduced to IAPM’s vocational and professional training opportunities in areas such as mediation and conflict resolution, clinical and military psychology, psychological first aid, polygraph examination, civil service, military records management and occupational security. The seminar enabled academic staff to identify suitable pathways for updating their qualifications, strengthening their teaching practice and responding to changing professional requirements.
Through this initiative, IAPM supported lifelong learning and the continuous professional development of educators. The event also raised awareness of the wider training programmes provided by the Institute of Adult Education to professionals and organisational clients seeking to acquire new vocational skills or expand their existing professional competencies.
International ART Festival 2025
In 2025, the Interregional Academy of Personnel Management, in partnership with the International Association of Psychologists and Expert Trainers, organised the International ART Festival 2025. The event brought together more than 400 participants from different regions of Ukraine in both in-person and online formats. Its audience included practising psychologists, trainers, lecturers and other external professionals interested in developing their applied psychological and therapeutic competencies.
The festival programme included practical training sessions, art therapy workshops, interactive exercises, professional discussions and presentations of original psychological methods and art-based techniques. Participants were able to learn directly from experienced practitioners, exchange professional knowledge and explore approaches that could be applied in psychological counselling, training, education and community support.
The festival provided a large-scale vocational learning opportunity for psychologists, trainers and other helping professionals. By combining practical instruction with the exchange of professional experience, the initiative supported continuing professional development, encouraged the adoption of new working methods and made specialist knowledge available to a broad external audience beyond IAPM’s enrolled students.
Guest Lecture for National Police Officers
On 21 February 2025, the Khmelnytskyi Institute of the Interregional Academy of Personnel Management hosted an online guest lecture for employees of the National Police of Ukraine. The lecture was delivered by Alla Avsiievych, Dean of the Faculty of Humanities and Economics and Associate Professor at the Department of Law and Law Enforcement. Participation was open to employees of National Police units across Ukraine, enabling more than 200 external professional learners to attend.
The vocational training event examined European approaches to protecting human rights and the role of police units in applying these standards. The programme covered Council of Europe legal instruments, relevant case law of the European Court of Human Rights, the operation of the Custody Records system, models of police organisation and cooperation between the police, public authorities and local communities.
The lecture provided serving police officers with access to specialised continuing professional education outside IAPM’s regular degree programmes. By connecting legal scholarship with practical law-enforcement responsibilities, the event strengthened participants’ professional competencies in human rights protection, the monitoring of detainees and community-oriented policing. The substantial number of external participants and the nationwide accessibility of the online format make this initiative strong evidence of IAPM’s vocational training and lifelong-learning outreach beyond its enrolled students.
Integrity Week 2025: Professional Webinar for Educators
As part of Integrity Week 2025, the Zhytomyr Institute of IAPM provided open access to the online webinar “Three Dimensions of Integrity in Life and Career,” held on 4 December 2025. Open registration enabled educators from secondary, vocational, professional pre-higher and higher education institutions, including professionals from outside IAPM, to participate.
The webinar addressed the personal, professional and institutional dimensions of integrity, strengthening participants’ professional ethics and anti-corruption competencies. It formed part of a wider cycle that also included an online anti-corruption lecture series, the “Wave of Integrity” initiative and an interactive film screening. Together, these activities provided continuing professional education and extended IAPM’s lifelong-learning outreach to external educators.
Open Practical Psychology Lecture for the General Public
On 10 November 2025, the Zhytomyr Institute of IAPM hosted the open lecture “Understanding a Teenager without Losing Yourself!” for students, staff and anyone interested. Participants included external psychologists, educators, social workers and parents. Led by an experienced practising psychologist, the event provided practical tools for non-violent communication, ready-to-use language for difficult situations, conflict-prevention techniques and guidance on maintaining constructive relationships with teenagers. The initiative demonstrates IAPM’s provision of practice-oriented vocational learning to professionals and members of the wider community.
