According to the results of a national sample survey on the socio-economic situation of households, conducted jointly by UNICEF, KfW, and the Ministry of Social Policy of Ukraine in February 2024, the share of people living in income poverty in 2023 increased by 1.7 times compared to 2021 — from 20.6% to 35.5%.
In the context of declining real household incomes, this significantly undermines the principle of equal access to higher education.
During this period, the Interregional Academy of Personnel Management (IAPM) increased the total number of students receiving financial aid to 95%. The Academy aims to ensure that at least 90% of all students receiving such assistance successfully complete their studies — with particular attention to those from the lowest 20% of low-income households.
IAPM offers a range of programs and opportunities designed to help these students overcome the challenges they face in achieving their academic goals.
In 2024, 1936 graduates (39,7 percent) come from low-income families (or earn less than 13 000 hrn per month). This has increased from last year when it was 29,5 percent (1856 of 6280 graduates), and reaches the target percentage of Bottom Financial Quintile Students accepted by IPB.

In addition to its target for graduates from the lowest 20% of low-income households, IAPM also aims to ensure that 98% of its graduates find employment within one year after completing their studies.
According to a survey conducted in December 2024 among IAPM graduates who completed their studies in June 2024, this indicator reached 98.4%.
This goal is achieved through maintaining high standards of education quality and ensuring the relevance of the academic programs offered at IAPM to current labor market needs.
