The Interregional Academy of Personnel Management (IAPM) demonstrates its strong commitment to the United Nations Sustainable Development Goals — particularly SDG 11 “Sustainable Cities and Communities” — through systematic partnerships with local authorities, civil society organizations, and academic institutions working on urban modernization and the development of resilient communities.
In partnership with the Chernihiv City Council, the Northern Ukrainian Institute named after the Heroes of Kruty of Interregional Academy of Personnel Management organized the Interregional Business Forum “Economic Recovery in the De-occupied Territories”, which took place on January 25, 2024, in Chernihiv. The event gathered representatives of the government, USAID, and the regional business community.
During the Forum, a series of recommendations were developed concerning urban planning and development, including ensuring that local residents have access to affordable housing.
In 2024, in collaboration with local authorities of Khmelnytskyi, the Khmelnytskyi Institute of IAPM held a range of strategic meetings, workshops, and other initiatives aimed at strengthening urban resilience, primarily addressing planning issues and sustainable development, including ensuring affordable housing for local communities.
In March 2025, the Interregional Academy of Personnel Management and the local authorities of Khmelnytskyi signed a Memorandum aimed at implementing joint projects and exchanging information materials related to cooperation with local authorities in addressing urban planning and development issues, including ensuring that local residents have access to affordable housing.
An important milestone in IAPM’s work on urban planning and development was the signing of a Memorandum of Cooperation in 2024 between IAPM and the Research Institute of Socio-Economic Development of the City under the Kyiv Local Authority. The Memorandum outlines collaboration in scientific projects, educational programs, internships, and experience exchange aimed at preparing specialists in urban development and management.
Since 2021, IAPM has maintained ongoing cooperation with the Holosiiv District Administration of Kyiv and local residents to address urban planning and construction challenges. Within this partnership, the Academy also contributes to providing affordable housing for young people.
Through its participation in international congresses and research networks on sustainable development — including the Global Congress on Sustainability in Higher Education 2025 — IAPM facilitates the exchange of academic knowledge and transfer of best practices into Ukraine’s national context of urban transformation. This engagement highlights IAPM’s role as an institution that not only studies sustainability challenges but also collaborates with authorities and civil society to implement practical strategies for building sustainable, inclusive, and resilient cities across Ukraine.
In addition to its partnerships with local authorities in Khmelnytskyi, Chernihiv, and Kyiv, IAPM also conducts scientific research in cooperation with local governments to address planning issues and urban development, ensuring access to affordable housing for residents.
Dmytro Hulevets, Associate Professor at the Department of National Security and Head of the Audit Commission of NECU, leads projects focused on environmental safety enhancement, environmental impact assessment tools, strategic environmental assessment, energy efficiency, and renewable energy. His work directly contributes to the achievement of SDG 11 — Sustainable Cities and Communities.
In 2024, IAPM developed and registered Utility Model Patent No. 157390 “Method for Producing High-Quality Building Materials from Thermal Power Plant Fly Ash,” authored by Dr. Olha Cholishkina, Associate Professor at the Department of Computer Information Systems and Technologies. This innovative technical solution promotes the reuse of industrial waste, reduces environmental pressure, and supports the development of resource-efficient technologies in the construction sector — all of which foster sustainable urban growth.
