Pedestrian Priority On Campus

The Interregional Academy of Personnel Management has identified a series of pedestrian access schemes across the campus as part of its commitment to promoting active mobility, in line with the Academy’s Strategies of Sustainable Development. Several key pedestrian access improvements have been introduced to create a safer, more welcoming, and sustainable environment for staff, students, and visitors.

Key transformations include the redesign of campus streets into a quiet green corridor that encourages walking and social interaction, as well as the partial conversion of campus pathways into pedestrian-only zones. These measures have helped reduce traffic flow, improve air quality, and enhance pedestrian safety.

The IAPM campus redevelopment plan places pedestrians at the forefront of its design. The layout features tree-lined pedestrian areas supported by smaller internal routes and a forest trail along the perimeter. Vehicle access is restricted to essential services only (including emergency vehicles), with a reduction in parking spaces to benefit pedestrians and cyclists. Pedestrian and cycling routes are directly connected to surrounding roads, public transport, and existing campus pathways, ensuring safe and continuous movement throughout the territory.

The Academy’s pedestrian access priorities across the campus include the following:

  • When constructing new buildings or public spaces, priority is given to pedestrian and cyclist access and routing, particularly for those arriving by public transport, emphasizing the importance of encouraging sustainable travel behavior.

  • All pedestrian routes must provide clear and consistent connections to building entrances.

  • Any new pedestrian or cycling paths must be linked to existing or planned facilities, both academic and external.

  • Routes must also consider access from public transport facilities, such as bus stops and transport hubs/stations.

  • Amenities and infrastructure should comply with current regulations but, where possible, aim to further enhance the appeal of walking and cycling on campus.

These Academy initiatives—both for new construction and the reconstruction of existing buildings—align with IAPM’s Master Plan, which aims to increase biodiversity in large-scale projects and expand green spaces. The enhancement of greenery across the campus not only promotes biodiversity but also makes the environment more attractive and pedestrian-friendly, encouraging walking and outdoor activity.
