Strategy of Sustainability Development of the Interregional Academy of Personnel Management commits us to measuring and setting specific targets for sustainable commuting across a wide range of indicators. We measure commuting patterns through our annual carbon commuter survey, which collects detailed data on how staff and students travel to and from the University, including walking, cycling, public transport, and car use. The survey tracks changes in travel behaviour over time and provides the evidence base for setting and refining sustainable travel targets.
The 2023 survey results indicate that commuting generated approximately 165,297 tonnes of CO₂e, while the 2024 survey results show a reduction to 127,186 tonnes of CO₂e — almost half of the 245,603 tonnes of CO₂e recorded in 2017, the first year when the Academy began conducting these measurements and maintaining relevant records.
This demonstrates the Academy’s ongoing efforts to measure and set targets for more sustainable commuting.
These findings inform our investment in infrastructure and the development of initiatives to encourage more sustainable travel choices. Emissions from staff and student commuting are included within our Scope 3 Emissions, contributing to our overall Net Zero by 2030.
1. Free Shuttle Services
The Interregional Academy of Personnel Management (IAPM) encourages all staff members and students to commute to and from campus free of charge using environmentally friendly options such as the Academy’s shuttle buses and public transportation.
The Academy operates three morning shuttle routes to bring staff to work and four evening routes to take them home. This wide network of routes ensures convenient access for nearly all members of the Academy community.
2. Bicycle Parking Areas And Free E-Scooter And Bicycle Sharing Programs
The Interregional Academy of Personnel Management provides bicycle shelters near each of its 26 buildings (including academic buildings and dormitories), offering over 4,000 cycle parking spaces across the campus. A detailed campus map is available to help users locate these facilities.
In addition, the Academy operates a free e-bike hire scheme for staff members.
Students can also benefit from a free bicycle rental service, available daily during the spring, summer, and autumn seasons.
3. Encouraging Use Of Public Transport - Discountant Travel Passes
The Interregional Academy of Personnel Management offers various incentives for staff and students to use public transport — including city buses, trolleybuses, trams, and the metro.
Through its dedicated program, the Academy provides monthly travel passes for each of these transport modes — or combined passes covering all modes — at discounted rates.
4. Electric Vehicle Charging Stations
For staff members who have switched from conventional cars to electric vehicles, the Academy has installed 10 electric vehicle charging bays on campus.
For convenience, these charging stations are distributed across all four parking areas of the Academy. Moreover, new EV charging facilities are added every year as part of the Academy’s ongoing commitment to sustainable transportation.
5. Solar Carparks Integrated With EV Charging
Fast-charge units are available for all staff members and students using electric vehicles.
The integration of EV chargers with solar carparks was successfully completed in 2024, enabling renewable energy use for vehicle charging and reducing the campus’s overall carbon footprint.
6. Designated Parking Areas for Drivers with Disabilities
The Interregional Academy of Personnel Management provides designated parking spaces for staff and students with disabilities.
These areas are clearly marked and designed to ensure easy access and mobility across the campus for people with disabilities.
7. Walking Infrastructure
Pedestrian pathways across the campus are constructed using modular concrete paving blocks, which can be recycled or reused, contributing to the sustainable urban development of the city.
