IAPM's commitment to participate in local, regional, national and global initiatives to support government in clean energy and energy-efficiency technology policy

 

Local level

IAPM supporting local governments of the Holosiivskyi district in developing policies on energy efficiency technologies with our local government.

As part of the IAPM's work, seminars and consultations are held on the topics of energy-efficient technologies, renewable energy sources, ecology, and energy management.

In 2024, IAPM, in order to support the local community of Holosiivskyi district, developed a Project on Clean Energy and installed renewable energy sources (100% "green" electricity from solar panels) on the roof of one of the secondary schools of Holosiivskyi district.

Regional level

IAPM holds seminars and consultations on energy-efficient technologies, renewable energy sources, ecology, and energy management within the framework of the following Regional Programs:

Green transformation and sustainable development of Ukrainian regions

Lyudmila Horbach - Doctor of Economics, Director of the Volyn Institute "PrJSC " Higher Educational Institution IAPM". The researcher's scientific interests cover a wide range of issues of green transformation of regions of Ukraine, in particular the development of green energy, circular economy and sustainable spatial planning. Her work is aimed at forming an inclusive strategy for ecological modernization of territories, integrating the principles of green economy into regional policy and management practice. Lyudmila Horbach's research contributes to the development of scientifically based mechanisms for the transition to sustainable development, increasing energy efficiency and reducing the impact of economic activity on the environment at the local and regional levels. National level

IAPM researchers provide specific expert advice, scientific and legal expertise to regional authorities and national government. These findings allow to participate in improving legislation, particularly in the field of sustainable energy resources.

According to the expert opinion of Legal and Consulting Center "Central Legal Clinic" the draft Law No. 11083 contains important and temporary amendments that will contribute to the modernization of Ukraine's energy system, increase energy efficiency, system flexibility, and ensure energy security through the development of microgrids and demand response mechanisms. At the same time, for the practical implementation of these provisions, additional clarifications of terminology are required. It is recommended to finalize the text taking into account the indicated comments.

According to the expert opinion of Legal and Consulting Center "Central Legal Clinic" the draft Law No. 12087 contains important and timely provisions for the integration of the Ukrainian electricity market with the EU market and strengthening energy security, however, a number of norms are formulated declaratively, have terminological discrepancies and excessive discretion, which creates risks of legal uncertainty. At the same time, for practical implementation, it is necessary to finalize the text of the draft law: to unify the terminology with European acts, to specify the criteria and limits of delegation of powers, and to eliminate technical and legal shortcomings. It is recommended to finalize the draft Law taking into account the above comments.

 

Green energy and environmental sustainability of the Ukrainian economy in the context of post-war recovery

Halyna Kryshtal is a Doctor of Economics, Professor, Head of the Department of Finance, Banking and Insurance at the Interregional Academy of Personnel Management, Kyiv. Her scientific activities focus on the study of economic development, innovations, financial instruments and mechanisms for ensuring sustainability at the national level, and how research is aimed at developing effective models of financial security, improving the institutional environment and supporting the sustainable development of the Ukrainian economy in the context of war and post-war challenges, in particular through the effective use of green energy in these processes at the national level.
