Employment practice living wage

The Interregional Academy of Personnel Management adheres to the Law of Ukraine «On Wages», which mandates that wages must meet or exceed the official minimum wage. The Government of Ukraine annually establishes a minimum.

IAPM employs its employees according to the Law of Ukraine «On higher education», and pays all staff and faculty. IAPM guarantees the payment of a living wage for all staff members according to the Law of Ukraine «On Wages».

The key principles and commitments on payments of the Academy are established in the updated SECTION 5 WAGES, LABOUR STANDARDS AND SOCIAL PROTECTION (Article 5.1) of the COLLECTIVE AGREEMENT for 2024-2027 years Interregional Academy of Personnel Management. 

According to the COLLECTIVE AGREEMENT for 2024-2027 years Interregional Academy of Personnel Management, IAPM guarantees to pay all its employees more than the established minimum wage, which in Ukraine, according to the legislation, is 2.5 times higher than the living wage.

In 2024, the minimum wage in Ukraine was set at UAH 8,000. IAPM ensures that all staff and faculty receive wages that meet or exceed these standards. The Academy undertakes to pay salaries that not only comply with minimum wage laws but also provide a dignified standard of living for all its employees. This approach applies to all categories of workers at the Academy, including administrative staff, academic faculty, support personnel, and other employees.

Furthermore, the Interregional Academy of Personnel Management goes beyond a living wage in Ukraine by providing comprehensive benefits to enhance employees’ quality of life. These benefits include:

  • healthcare coverage
  • social assistance
  • pension insurance
  • housing allowances
  • academic position allowance
  • individual performance incentives
  • overtime payments.

Thanks to this comprehensive approach, the average monthly salary of staff and faculty in the Interregional Academy of Personnel Management in 2024 was more than UAH 20,000.

Moreover, in 2024, the income of lecturers and assistants was in 3-4 times higher than the aforementioned average. Research staff and associate professors have received in 7-8 times more, professors, heads of departments, directors of institutes - in 11-12 times more than the aforementioned average.

Salaries are paid in IAPM on time and in full twice a month. It is a confirmation that the Academy’s broader commitment to supporting employees in all aspects of their professional and personal lives and contributes to their overall well-being.

The payment structure at the IAPM, as outlined in the COLLECTIVE AGREEMENT for 2024-2027 years Interregional Academy of Personnel Management, reviewed by 13 September 2023, includes:

  • base salary, the 13th and 14th salaries (holiday allowances), health insurance, meal allowances, and pension insurance. This component applies to all staff, ensuring they receive baseline wage, which is not lowerthan minimal wage, established annually by the Government of Ukraine
  • additional allowances specific to roles held within the institution. The increasement of salary depends on academic title and degree.
  • additional bonuses - pay for performance incentivizes employees for their contributions across various areas, including teaching, research, and community engagement. This component includes monthly performance incentives, additional workload incentives, and special achievement incentives, emphasizing output-driven rewards and encouraging high productivity.

In summary, such salary system guarantees, that the Academy pays all staff and faculty at least the living wage, defined as the living wage, annually established by the Government of Ukraine. The Academy fairly increases their salary level depending on responsibility, diligence, performance results, and professional experience.

Ukrainian Labor Legislation

The Labor Code of Ukraine stipulates the following:

Article 2.

The right of Ukrainian citizens to work – that is, to receive work with a salary not lower than the minimum amount established by the state, including the right to freely choose a profession, occupation, and work is ensured by the state.

Article 95. Minimum wage. Salary indexation

The minimum wage is the minimum remuneration amount established by law for the monthly (hourly) rate of work performed by the employee.

The minimum wage is set at both monthly and hourly rates.

The amount of the minimum wage is set and revised according to Articles 9 and 10 of the Law of Ukraine «On Wages»  and cannot be lower than the subsistence level for able-bodied persons.

The minimum wage is a state social guarantee, mandatory throughout Ukraine for enterprises, institutions, organisations of all forms of ownership and management, and individuals who use the employee labour under any remuneration system.

Wage is subject to indexation in the manner prescribed by law.
