Participation in Government Research

In 2024, the Interregional Academy of Personnel Management (IAPM) actively undertook policy-focused research in collaboration with a number of government departments of Ukraine.

Cooperation with the National Mediation and Conciliation Service

On March 15, 2024, President of IAPM Rostyslav Shokin and Head of the National Mediation and Conciliation Service Dmytro Kukhniuk signed a Cooperation Agreement that provides for joint policy-oriented research by Academy scholars.
The research focuses on labor law, settlement of labor disputes and conflicts, and mediation practices.

The National Mediation and Conciliation Service is a state institution established by the President of Ukraine to facilitate the resolution of collective labor disputes and promote social dialogue.

Joint research will cover:

  • Interaction mechanisms between the parties to social and labor relations in the process of resolving collective disputes.
  • Development of coordinated proposals for improving socio-economic and labor relations in Ukraine.
  • Forecasting and prevention of collective labor conflicts.

The results of this cooperation will include recommendations and draft legislative acts for the Government and Parliament of Ukraine in areas of:

  • Socio-economic policy.
  • Social dialogue and labor relations.
  • Prevention of collective labor conflicts.
  • Raising the legal awareness of participants in social and labor relations.

 

Partnership with the State Probation Center

On March 21, 2024, a Partnership Agreement was signed between IAPM and the State Probation Center. This partnership provides for joint policy-focused research on the effectiveness of social and educational measures, supervision of offenders, and psychological and adaptive support for reintegration after release.

The State Probation Center implements state policy in the field of probation, coordinates local probation authorities, and ensures enforcement of non-custodial criminal penalties.

Research under this partnership will focus on:

  • State policy in the field of probation.
  • Development of management mechanisms for coordinating probation services at the regional level.
  • Criminal and executive law.

The expected outcomes include recommendations and draft amendments to the Criminal Executive Code of Ukraine and other regulations aimed at improving procedures for rehabilitation and psychological assistance to individuals preparing for release and social reintegration.

Cooperation with the State Service of Ukraine on Food Safety and Consumer Protection

On May 16, 2024, IAPM and the State Service of Ukraine on Food Safety and Consumer Protection agreed to initiate cooperation to conduct policy-focused research on implementing state policy regarding food quality and consumer rights protection.

The results of this collaboration will include policy recommendations to the Government of Ukraine, particularly regarding reform of school and student nutrition standards.

 

Partnership with the State Research Expert Forensic Center of the Ministry of Internal Affairs

On May 23, 2024, IAPM signed a Cooperation Agreement with the State Research Expert Forensic Center of the Ministry of Internal Affairs of Ukraine.
This agreement provides for joint research in the fields of law and criminology.

The Center, established by the Government of Ukraine in 1998, develops and implements scientific and practical forensic methods aimed at combating crime.
This collaboration continues a long-standing partnership between IAPM’s Prince Volodymyr the Great Educational and Scientific Institute of Law and the experts of this government department.

Joint research will address:

  • State policy on crime prevention.
  • Issues of criminal law, forensics, and judicial proceedings.
  • Improvement of methods for detecting and solving crimes.

Cooperation with the Ukrainian Sea Ports Authority

On October 23, 2024, IAPM and the Ukrainian Sea Ports Authority signed a Memorandum of Cooperation providing for policy-focused research on effective management of maritime transport enterprises and state policy in the field of marine and coastal ecology.

The Ukrainian Sea Ports Authority is a government institution responsible for ensuring the functioning of seaports and maintaining port infrastructure.

The research will focus on:

  • State environmental policy.
  • Practical methods for preventing pollution from maritime transport in the Danube River, Black Sea, and coastal zones.

As a result, IAPM researchers will develop recommendations and draft policy proposals for the Government of Ukraine in the field of environmental protection, particularly for the preservation of unique flora and fauna in the Danube region.
