Courses of upskilling and capacity-building for Policymakers and lawmakers

In accordance with the Law of Ukraine ‘On Public Service’ and the Regulations on the system of professional training of public servants, heads of local state administrations, their first deputies and deputies, local self-government officials and deputies of local councils, approved by the Resolution of the Cabinet of Ministers of Ukraine of 6 February 2019 No. 106, the Interregional Academy of Personnel Management is enrolling in permanent courses for public servants, local self-government officials, heads of state-owned enterprises, as well as for policymakers and lawmakers in the public authorities of Ukraine.

Since its establishment in 2014, the Institute of Adult Education of the Interregional Academy of Personnel Management has provided professional training under advanced training programmes to nearly 10,000 public servants, local government officials, and heads of state-owned enterprises, institutions and organisations.

In accordance with the above-mentioned regulations, regular professional development of these individuals is mandatory.

All public servants and local self-government officials must acquire at least one credit of the European Credit Transfer and Accumulation System (ECTS) during a calendar year. This means that they must undergo annual professional development totalling at least 30 academic hours.

The main tasks of the Institute of Adult Education of the Interregional Academy of Personnel Management are to provide quality educational services for the professional development of public servants, heads of local state administrations, their first deputies and deputies, local government officials and deputies of local councils, heads of state and municipal enterprises, institutions and organisations to develop their practical skills in solving applied problems arising in the real political and social environment.

The Academy has developed special short-term training programmes for professional development, which take into account the requirements of the present and the educational needs of students in accordance with their field of activity.

Highly qualified lecturers of the Academy's specialised departments and leading practitioners from state and local authorities, enterprises, institutions and organisations are involved in conducting training sessions.

In terms of duration and intensity, the training programmes are divided into:

  • Long-term (professional (certificate)) advanced training programmes of at least 2 ECTS credits (60 hours);
  • short-term programmes of 0.2 - 1 ECTS credit.

Professional development programmes for public servants, local government officials, heads of state-owned enterprises, institutions and organisations, as well as for policymakers and lawmakers in the public authorities of Ukraine.

  1. Prevention of Corruption and Implementation of Integrity Standards in PublicService and Local Self-Government (2 ECTS credits);
  2. International Humanitarian Law in the Professional Activity of Public Servants (1 ECTS credit);
  3. Identifying and responding to cases of conflict-related sexual violence and providing assistance to victims (0.6 ECTS credits);
  4. Organisation of work to ensure the right to access public information in state authorities and local self-government bodies (1 ECTS credit);
  5. General administrative procedure (2.6 ECTS credits);
  6. Preventing and combating gender-based violence, including domestic violence (0.6 ECTS credits).

Training under these advanced training programmes takes place in full-time (day or evening), distance and mixed (full-time and distance using special Internet platforms, websites, etc.) forms of education.

Upon completion of professional (certificate) programmes and short-term programmes, subject to their successful completion, a Certificate of Advanced Training is issued.

IAPM, as an Institution of Higher Education, provides general education at the undergraduate and graduate levels to policymakers and lawmakers on relevant topics including economics, law, technology, migration and displacement, and climate change.

For example,8 members of the current Parliament and 3 deputy ministers of the current Government of Ukraine are graduates of these IAPM programs.
In addition the IAPM provides upskilling and capacity-building to policymakers and lawmakers on relevant topics including economics, law, technology, migration and displacement, and climate change.

Since 2023, the Interregional Academy of Personnel Management has annually conducted six certified courses for policymakers and lawmakers in the public authorities of Ukraine, accredited by the National Agency of Ukraine on Civil Service.
